Currently Technical Lead for implementing the Knowledge Management Initiative under the IT Strategy. This initiative has a budget of US$6M and consists of five projects with durations varying from 1 to 3 years.
ICT Specialist (2000-2003)
Hired and managed 22 support and contractual staff responsible for Web application development and support. Organized training in web technologies, specifically tailored for the Asian Development Bank (ADB). Introduced web applications, portals, context based search, directory services and metadata into the organization. Developed institutional capacity and infrastructure with a focus on technology that supports knowledge management and collaboration. Provided guidance to various ADB knowledge management activities and proposed the development of the custom knowledge management applications (KMApps) tailored to the needs of the sector & thematic networks and committees. Developed the Knowledge Management Concept paper that is part of the IT Strategy. Pushed to mainstream Business Intelligence (BI), GIS and statistical database (SDBS) as knowledge products for decision-making within ADB. To that end, help found the GIS working group and worked with ERD to architect the redesign of the SDBS for integration with GIS and the KMApps. Have participated in the ICT Technical Working Group, Disaster Recovery Technical Working Group, SDBS Technical Working Group, Results Management Task Force, and Sector and Thematic Classification Working Group. Worked with the Office of External Relations (OER) to develop a daily newsletter (ADB Today) for internal communication. Played major role in developing the current institutional IT capacity.

Managed the Nuclear Systems Safety Center (NSSC) and the Information Technology Security Center (ITSC), designated “center(s) of excellence” at University of California Lawrence Livermore National Laboratory (UC/LLNL) within the Fission Energy and Systems Safety Program (FESSP). Conducted White House and International Community nuclear materials management and information technology and security briefings. Responsibilities included project development, project management, Center development, Center marketing, strategic planning, business analysis, staff management, staff planning and development. Centers became consulting groups that sold specialized application development services to other federal agencies. The NSSC developed applications in support of the regulation and use of fissile materials. The ITSC developed firewalls and applications with security requirements. Accordingly, ITSC supported President Clinton’s and Vice President Gore’s National Performance Review, as when Clinton Administration took office, very few US government agencies were connected to the Internet. Therefore, ITSC support not only included web application development but also included providing guidelines and communicating to various government agencies the process required to connect to the Internet. In some instances, included performing the work of putting security policies, practices and network infrastructure in place to connect the government agency to the Internet. ITSC developed the first White House Internet website and worked with MIT’s Media Lab to develop the web application used for the Administration’s “Electronic Town Meeting.” ITSC went on to develop several collaborative web applications in support of Clinton-Gore goal to use Internet technologies to re-involve US citizens in the governance process. ITSC also helped organize, plan and develop FirstGov (“one-stop shop” for government information and services); TradeNet (“one-stop shop” for identifying export opportunities); and RegNet (“virtual citizen” participation in development of Federal regulations). Received two Hammer Awards (Clinton Administration’s Presidential Recognition of Excellence Award), and six letters of commendation from Vice President Gore.
Deputy Associate Program Leader (1993-1995)
Hired and managed 12 to 17 staff members for the Security, Surety & Information Management element of FESSP. Responsible for secure information systems development, project management, Program development, Program marketing, Program strategic planning, business analysis, staff management, staff planning and development. Program focused on commercial use of nuclear energy and provided support to the Department of Energy (DOE) and the Nuclear Regulatory Commission (NRC). Consulted in complex system analysis, computer security and safeguards, and risk assessment. Managed research (new product) and client driven development of analytical and information management systems. Duties included Client contact, Statement of Work (SOW) development/presentation, Project Proposal, Work Plan and Status. Created Work Breakdown Structure (WBS), required resources, major milestones and critical path activities. Translated information management functionality into logical, economical, and practical system designs (robust, reliable, secure, and inter-operable). Program IT successes led to development of “center of excellence” with outside agency project funding sources four times annual internal seed money by end of 1st year, eight times the 2nd year and ten times the 3rd year.
Project Manager (1990-1993)
Managed various projects for the Nuclear Facility Management element of FESSP. Responsible for secure information systems development project management, staff management, staff planning and development. Envisioned and designed web-based collaborative software to support participatory decision-making. Defined functionality needed and devised toolkits used in varying configurations. Software used by several Agencies and Presidential Commissions.
Principal Investigator (1986-1990)
Managed project tasks for the Nuclear Facility Management element of FESSP. Responsible for seismic hazard methodology development, seismic hazard characterization and database development. Work activities included Client contact; SOW development/presentation, Project Proposal, Work Plan and Status. Created WBS, required resources, major milestones and critical path activities. Envisioned and designed software to support seismic hazard characterization of a nuclear facility in the Eastern and Western U.S. Software used by the NRC to evaluate all Commission licensed nuclear facilities.
Containment Engineer (1983-1986)
Managed staff of 4 to 25 technicians for the Nuclear Test Program. Planned, coordinated and directed burial of nuclear events at the Nevada Test Site (NTS). Performed centrifuge scale model studies to develop computer models of collapse of NTS events. Evaluated large drill hole geophysical data and categorized hole for use in nuclear event testing. Planned, coordinated and directed lateral earth pressure project that developed solution for placing events with line of sight issues. Planned, coordinated and directed development of gypsum concrete used as stemming platform in burial of nuclear events at NTS.
